If it's semi-finished, it's probably safe to assume it was meant to be dry. How dry it is now might be another matter.

What are you planning on digging? Do you have a dirt floor or something? That would be rather odd in a semi-finished basement.

Many people in the late 70's early 80's did cedar closets, some this like that idea and request them.

As the basement goes, remove a few paneling sheets and see if there are any signs of moisture if not, you should be ok.

That said, a basement is a basement, you can have a dry basement for 20-30 years and something could happen, i.e. a severe weather, power outtage during a storm, clogged gutters,etc and it will show sign of moisture or it will get flooded.

When it comes to basements there is nothing forseeable.
