Is this a relief cut?

Yes. They are all over the garage.

Ashlee, our saw cuts look the exact same, and it blows my mind that it's acceptable. :( I agree it's a dull saw blade. I'm following this to see if it can be fixed.

Not unusual at all, though with a nicer blade it is preventable to a greater degree than what you’re seeing. I wouldn’t expect your average mid range builder to care or manage that, though.

Not a priority for anyone, and not fixable.

I'd make them profile that edge. That's just hillbilly.

Some chipping is inevitable, but it doesn't have to be that bad. For comparison, here are the relief cuts in my 20-year old concrete floors. The cuts are about 1/8" wide:
