I have no clue what ceiling radient heat is the only time I have ever seen that is at a restaurant patio. BTW please get rid of the horrible thing in the center of the kitchen holding the lights. I need to see a pic of the heating system but IMO you need to talk to your builder since you have to have lighting what was the plan.

Looks like you need to upgrade the perimeter lighting in that bulkhead and install lights under the upper cabinets. Eliminate the yellow cast you have now with LED's in the 4000K range. I don't like the bulkhead in the middle either, but if you need lights there it may be the only solution. Perhaps one not so thick as the perimeter bulkhead.
