factory primed baseboards

Hi, I purchased factory primed wood baseboards and painted them with 2 coats of paint + primer. Just as we are about to start installing I noticed that the paint just pulls away from the baseboards. The primer sort of feels like powder and the paint doesn’t really stick to it. Is there anything I can do at this point to make sure the paint will not peel after installing them? or do I have to strip the boards and start over?
I’m hoping there is a miracle top coat paint that I could use to seal everything together... I’m in a bit of a time crunch.

If the paint is peeling off before installation then it will only get worse during and after installation. Are the base board wood or mdf? What type prep did you do before painting? Why prime again? What type primer? What type paint?

I always use primed baseboard and casings never had that issue. As the millworkman said If the baseboard came in primed why did you use primer again? Could be that you primed over the dusty surface or used bad primer?
