Dracaena White Balls

I’ve just noticed today that my dracaena is developing a mass of “white mini balls” that sit on the younger new leaves, they resemble a bit like a cauliflower. There are 2 main branches on the plant and both of them are developing it. It has never happened before. I would like to know if it’s a pest.
