Mandated Energy effeciency inspections, do any cities force changes?

I sold a house in Minnesota and the city required a city inspection before it was put on the market And 1 of 12 cities in the state that do this for safety reasons. I wondered if any required energy inspections and found Minneapolis does and they even drills holes in the wall to measure insulation levels with a report to disclose to all potential buyers.

I guess the question is are there any cities who actually require a seller to bring a house up to minimum energy standards before it can be sold? I googled the question but couldn't find any reference but was just wondering.
