Confused Deck or No deck

We recently bought a Townhouse. We have a lawn space behind our home(22' wide X 30' deep). But we don't have access to it from basement as basement is below ground. Only access is from a sliding door from main level. It is at a 4 feet height from the ground. We have decided to build a fence to have some privacy. We are in a dilemma whether to

1. Build a deck(Around 16' wide and 10' deep) and then steps(4') to get to lawn/backyard. With this approach, we will loose 14' of the total 30' lawn that we have. As deck will be at a height of 3-4' from ground, space below deck is of no use. Rough plan diagram attached(OR)

2.Just build steps to lawn so that we will have the maximum lawn space and then plan to build a patio/garden or leave space empty for kids to run around.

Our's is a Town House. Neighbors decks will be almost touching our deck. So, we might not have that much privacy or cozyness on the deck like single family homes have.

Any suggestions, thoughts, ideas are welcome please.
