Any dumb regular switch will do. No dimmers or smart switches. You can get another toggle like that one or get a decora if you want a more modern appearance.

You're saying that the switch is hot if you turn off the main breaker? Then you're not turning off the main breaker! Do you have more than one breaker panel?

Could this be a low voltage thing with a battery backup? That wire doesn't look like a typical 120V 14 gauge thickness to me.

Don't touch the wires or screws, use needle nose pliers to bend the wires and attach them to the screws, use a screwdriver to tighten the screws. Not that you'd actually get hurt from this low voltage.
