What kind of groundcover is it? The photo is too indistinct to determine visually.

Some plants used as groundcovers will have a partial dieback or browning out in wet or cold winters......creeping phlox, many types of thyme, cerastium and lithodora come to mind but there are others. Cutting it back as it starts to push new growth should help.

Thanks for that . I wish I could tell you what it is. The tag is long gone unfortunately. All of the straw like creeping stuff has leaves attached to some of it. I think if I cut it back I will destroy that growth. I think I'll give it a couple more weeks and see what it does. Really appreciate your input. It is about 10 years old. 4 years in current location after being moved from Mass. Thanks again.

I magnified and it looks like it is a delosperma. In which case covering it with mulch in winter would be the bad thing to do. Google delosperma and see if those are the kind flowers you have.

I took a photo yesterday. Don't think it is delosperma. It is a very small bud opening to a very small flower. see photo.
