Would vents in the eaves serve your purpose? If so, they can be installed from outside and not have to crawl in the attic.

Do you already have eve vents, and you are trying to prevent insulation getting into them? If so, I am pretty sure, you will have to go into the attic, to install the baffles.

If you just don't want to crawl around up there, hire someone. OTOH if you have a real shallow pitch where you can't fit a long baffle in from outside (because of fascia) or reach far enough from the inside, then try:

- Rigid insulation board with 1" spacers already attached, will allow you to push it in from a farther distance than the flimsy baffles

- Staple the baffle at one end of a long 2x2, then using the 2x2 push the baffle into the eave, then twist the 2x2 off the baffle.

You just need to prevent the new blow-in from blocking the airflow, so achieving perfection resting flush against the underside of sheathing is not necessary. If you are removing the existing insulation, that might give more room for your elbow in between the ceiling joists.

Ditto 3. It's a pain to do, though.
