Very likely the tip blight but Kabatina is also a causal agent as well as the Sirococcus. In my area, this issue is often present on Cedrus species in our mild, warm but wet springs. It generally only affects the newest growth and unless a very heavy infestation, typically requires no treatment. Clipping out any bare shoots resulting from the infection and cleaning up any fallen dead needles can restrict the development in subsequent years.

Thank you. Our climate here in northwestern Portugal is similar to yours although not as cold in winter. This month we had quite a bit of rain with mild/warm temperatures as you said. I'll do that and we will see if it improves next year.
