Oak tree is not leafing after the storm

Hi,

I have two young oak trees and one of them is not leafing after the snow storm that we had in Texas, in February this year. The second one is leafing a little but the first one is not leafing at all, however its not dead because i see small branches coming up at the bottom. I have tried feeding it without any luck. One thing I observed was that the builder has not dug deep enough while planting it as i see roots of the tree almost on the surface.

Question: How do i save this tree? Can i prune it without killing it? The temps are back in 80s so i am bit skeptical in cutting the branches. Appreciate any suggestions to save my tree.
