Remove the finish and start over.

drying condition must have been poor. Whichever product you’re using, wait longer.

clean it all off. Sand and restain, seal & poly, all same brand compatible. Prep is everything. some

need 30 days to cure.

Did they use multiple coats of stain to get that dark color?

I read that oil stain should be covered with oil poly and water based stain should be covered with water poly.
