Pine sack identification (not a typical bag worm)

This is on a Douglas fir and juniper that are growing together. The pine needles are encasing a pine gall. Size is about 3" long. I'd appreciate your help identifying!

Zone 6-7 - northeastern Maryland

*there are some wild wine berry bushes, Virginia Creeper, and Oriental bittersweet growing at the base (I'm working on clearing out...Not my property.)
