looks like an earwig or immature cricket ... can see much with weird tea table as background ...

you can not spray anything in bloom with oil ... or most anything.. when in bloom.. or you will lose all bloom ...

all that said... im not sure what you see bug-wise is whats causing a leaf problem.. so dont over react ...

also.. you grow it for the flowers... really now.. who cares what the leaves look like.. as long as the leaves stay green.. they are doing their work.. converting sun into energy to grow the plant....

id probably ignore it all ....

i can almost smell them ... always reminded me of grandma... no clue why.. i think the fragrance reminds of some old powders they used way back in time ...

Thanks Ken. Read this after I had already sprayed a few plants so I will consider it an experiment. The neem oil was mixed a year ago, so maybe its too weak to do anything. And fortunately we are having an unusual cool weather spell. Didnt know phlox had a fragrance.
