I have found these outside, usually stuck to the side of the house or porch. In fact I just found one about 2 days ago. I'm curious what it is too. The ones I find are attached to the house at the short end and stick straight out horizontally, but spread out at the end, almost like a group of tiny wood slivers. Yours looks like a fresher version of what I find, mine look more dried out.
