There are several cultuvars and hybrids of Salvia guarantica, and the color of that on my screen does’t look right for Black and Blue which is a bright cobalt with black stems on the flower clusters. It does look like Salvia guarantica to me, but if my screen color is accuarate, it is likely one of the other cultivars.

Color may fade with time and/or sun exposure.

Color fade may be likely in NV, but it does not fade here, and isn’t likely in PA where the OP is. Our sun is less intense due to lower elevation, higher latitude, and humidity.

I agree the coloring is off for 'Black and Blue'. It ls definitely Salvia guarantica but there are numerous cultivars on the market besides B&B.

Babs, LOL. I've been in Nevada for just a couple of years... I've lived in all over the East Coast and in the PNW. It looks like what I grew in the Mid-Atlantic. Sorry, but it kills me when folks on this forum assume that I've never been outside of the Silver State. 😎 Not that there's anything wrong with that! 😎
