Grout in the pool after every rain

Every time we get more than a drizzle, we get a pile of what I think is grout that washes into a 4 foot section of the hot tub attached to our pool. It is a royal pain to get out. I suspect the pavers in that section don’t slope away from the hot tub area (the pavers in that section are between a retaining wall and the hot tub). My question is if this is a failure of the paver grout? Or the slope of the pool deck in that area? Or both? I don’t know if re-grouting that area will fix the problem. Or if it is possible to install a covered drain line in that section that shoots water off further down off the end of the pool deck. It would involve cutting a 1 inch trough in the pavers. Which do you think will solve my problem?
