I would repair now. It looks a bit like water has gotten behind it. Probably a very good idea to get it checked out now, before you have more damage.

It wouldnt be bowing out, or the wood piece wouldnt be all cracked up if it had been fixed. It was most likely a cover up with paint, until the house sold. You would need to have a contractor look at it, to know exactly what needs to be done, and how soon, it needs to be done.

If the pest report gave you a clearance and it shows a 6 month warranty.... Sometimes they both inspect and repair for the seller prior to your purchase in order to provide a clear pest report for your benefit. There should be some value if that was the case.

It may be a DIY repair. Maybe a new sheet of siding.
