I thought chamomile was perennial

For the second or third time I've grown chamomile from seed, planted it in the garden, and then it bloomed like crazy the second year and promptly died, even after I cut it back. Did not come back. I thought it was perennial? Is it perhaps my seed source? I know there is German and . . . can't remember the other kind . . . I just get my seed at the big box stores that is all there is around here . . . but I could order some special kind. I live in a border zone between 5a and 6b. I used to grow it when I lived out east, never had this problem but the plant I had out east I bought as a full grown perennial in a pot.
