Brazilian tower tree (Schizolobium parahydra) looks like a giant tree fern, with green trunk and yellow blossoms in spring. Tough and fast growing, but you may have to get it by mail order.

roots are not destructive .. they dont carry little chisels and drills to wreak havoc underground...

but they are well know for taking advantage of pre existing problems ...

if you have pre existing problems.. then tree choice is irrelevant ...

can you give us more info and perhaps a pic of the spot.. and let us try to help ... why so close to the house.. and why so tall ... depending on the house height.. that height might not work ...

and.. tree dont stop growing at some magical height... in tree time.. counted in decades... they just keep growing.. and growing.. and growing ... the little babe you buy... isnt going to stay little.. so the further from the house you can plant it.. the better ... in tight squeezes a shrub grown in tree form might be a better solution ...

may as well throw in a big city name.. as i understand CA can be very divergent ... and zone alone is useless ...

I would second the nomination of Hymenosporum, with its lovely fragrant flowers. The caveat would be that the mutitudes of flowers will need to be raked up, and they flower all year.
