Liriope is more of a ground cover than a shrub. Creeping junipers fit the bill. There are some small evergreens that don't creep, like Thuga Pancake. You can also look at dwarf mt. Laural and rhodos for the shade.

I use Thuja occidentalis 'Tom Thumb' in several areas and highly recommend it.

But my low maintenance evergreens include Pieris, Hellebores, Boxwoods, all the other dwarf conifers, hardy Geraniums, evergreen Azaleas and Rhododendrons, smaller hollies, Euonymus, Inkberry, Kalmia, Abelia, and Cotoneaster.

I would consider all of these low maintenance once the establishment phase is passed and you have to do that with any plant. They all need some care.

If you want a ground cover I'd use Pachysandra. It does spread but it's the easiest of all the groundcovers to control as it pulls out really easily.

Grow euonymus if you want another deer salad.

Maybe for the somewhat shady part, consider Pieris japonica 'Minuet' or Ilex crenata 'Hoogendorn', provided you have good drainage. These are fairly slow-growing mounders. As far as I know deer are not particularly fond of them. Rabbits may be another story.

Junipers will not tolerate shade--full sun only for junipers.
