I would at the very least ask to know what kind of wood destructing fungi is present. Some fungi like Serpula lacrymans will eat up a house in very short time. It can not be killed with bleach.

I just looked at report again and it says it's inactive wood destroying fungus. So...does that make a difference even if it is one like the Serpula?

have the species of the wood destroying fungus written down, and look it up. The fungus is inactive now, but under the proper conditions it can be re-activated and become dangerous.

I am not a structural expert nor a fungus specialist, but I had a friend who lost his cottage a few years ago due to Serpula. In less than 5 years, the wood beams and joists were completely gone.

I also don't know what fungus you have, and how it can be reactivated, but I would err on the safe side.

Crawlspace encapsulation IS a requirement. It’s not that expensive. But if you don’t stop moisture from entering your crawl space, you are guaranteed to have moisture issues. That can include mold, insects, and wood decay.
