I'd ask him whose fault he thought it was? Sorry, I don't know how to fix. I do know my tile setter used windex to clean up grout haze, but the floor hadn't been sealed. Hopefully, he didn't seal the haze into the floor. If so, the sealer would likely have to be stripped. I'd find out what products he used, just in case you have to figure out how to undo it without his help.

Thanks! I think he sealed the grout haze in. He says he did everything correctly but I’m not buying it. I am withholding the rest of the money until it is fixed. Shouldn’t look like this
