Quite possibly Baccharis neglecta. I can't stress enough how important it is to show clear, close up photos of the involucres when asking about plants in Asteraceae, this is even more critical with Baccharis species than it is with asters. There are 4 shots from a distance show form, but no close shots to reveal involucres, phylarries, leaf and stem texture and pubescence, etc.
