I'd leave them alone until spring and see if the spots spread. Maybe spray dormant oil during winter.

I would not cut them either.

Over every winter since being planted about 8 yrs. ago, my Julia Childs develop blotched new growth canes that look like yours in your photo. I don't know why, but they seem to grow just fine. The blotches are permanent for the life of the cane, and do not progress to cankered, dying/dead canes. The canes have a normal lifespan. Only my JC's show this phenomenon.

Ignore it. I've had that happen to various roses, and nothing progressed further. I ignore a lot of stuff. Nature has her puzzling ways. Diane
