I agree, improper install. Make them redo them, and put them where they belong.

Not so fast. I can't tell, but if that is a drip edge with a long leg, the gutter needs to be installed under/behind it. Either the gutters weren't properly installed before or you have a new taller drip edge. Your shingles sure look to have too much overhang though.

Gutters need a minimal slope to work best. This means they will be lower on one end than the other. So they are not necessarily installed improperly. And if the bottom flange of the drip edge is up against the fascia, it is also properly installed.
