Winter Tree Rose Protection

I live in Zone 6B. In the past, I have successfully buried my tree roses. I purchased a new one last spring and it has done well for me. Unfortunately, I also have lavender near it that also really took off. So, my only choice would be to remove the lavender or try doing a vertical protection? Quite a few years ago, I read an article that had suggested covering the bud union with bubble wrap, followed by burlap? Has anyone tried or know of anyone who has ever done this? I have also considered making a wire cone of chicken wire and filling it with mulch, followed by covering the chicken wire with burlap. Does anyone have any thoughts on this or other suggestions? We have had a warm fall and we are just now having nights down in the teens to harden off the tree rose. I suspect I won't have to protect it long as March is just around the corner. But, all I need is just one good blizzard with zero temps.....

Thank you for any help or suggestions!
