how about a pic of the whole tree ... lets ID the tree ... provide a big city location ... is it on one branch.. or what.. you really havent given us much to work with here ....

It looks hugely like Nostoc algae. But I have never seen that grow directly on a tree (although the literatures suggests it can form a symbiotic relationship with plant hosts).

Have you tried just gently rubbing it off? If the Nostoc, it should come off easily and without damaging the tree.

if the branch is dead ... properly prune it off.. and ipso presto.. problem solved ...

if its the trunk ... then its interior is rotting ... and i should probably be removed .... there is nothing you can do about interior structural rot ....

The branches in the pictures appear to already be lying on the ground and no longer growing on the tree. Are you saying it's also on the tree itself?

Agree on a Jelly Fungus. It's not possible to see if there is any of the jelly fungus on the tree itself from those pictures. But your earlier photos definitely show JF. You don't say if the fungus is on the actual tree or just on fallen wood. Normally it would only be on fallen or attached dead wood, not on healthy timber.
