Hello, in the photos here you see a diseased Jasmin in Los Angeles. Can you tell what is the disease?

Second most question: how about if I cut it but not pull out the roots. Would it come back disease free? My tenant thinks it would work but I doubt it. But thought I ask. Many thanks.
