In general I've seen outlets mounted lower to the wall and water drain and shutoff higher. You want everything to be accessible though especially if there is a problem and you have to unplug or shut off the water quickly.

Thank you, that’s sound advice. Looks like the counter will not be able to go all the way to the back wall.

What's behind it? I'm thinking of putting my shutoff valve access in the bathroom behind the laundry room.
