I think it is some plectranthus

I think is a Plectranthus, very drought/sun resistance, awfull bitter smell.

edit: it's about 15 y.o. it never flowered

edit2: Some comments suggested P. tenuiflorus/aegyptiacus. That one matches prety well, except for the fact that they say it's used to make esential oil because of its strong basil smell.

    I’ve seen this one before labeled Plectranthus tenuiflorus.
