No where for water to drain

Good afternoon, I have a new house with no landscaping in the back yard. The back yard is on a significant downward grade (towards the back fence). I have neighbors all around me. The issue is....I was going to put in some rock to help the water drain away from my house, but I don't have anywhere to put the water. Do I dig a hole near the back fence, fill it with rock with a pond liner and let the water drain into it so it doesn't spill into the neighbors basement or yards? Any advise is appreciated. Thanks
