Allow at least a few hours for this project. Measure the cubbies and put baskets where you can. Substitute the plastic containers for baskets (measure twice, buy once). In the shelf that is nearest right, fourth from the bottom, stand those items up (if possible). For consistency, get the baskets all in the same color. Get a few prints and hang in front of items that are rarely needed. Alternate that so that it's cohesive and consistent.

Not even corporations keep this much paper stuff. Are you sure you can't purge most of this or transfer to electronic images?

I like both of the ideas suggested above. If you end up using curtains to cover the shelving unit you might be able to float art (paintings) on top of the curtains - treating it as if it was a wall. I would suggest to just cover one side of the room with curtains and leave the other side with things you use the most open.

I think curtains to conceal the clutter would work really well and would look quite lovely. additionally, adding some natural material baskets like wicker would really be pretty too.

How about hanging a wire from front to back on both side and get great fabric panels in vibrant fun patterns, but just a few of those as they will be pricey (unless made from sheets?) and use the linen drop clothes for the remaining panels, add gromets to all the panels and use shower curtain hooks to hang them. put your desk set up at the end of the room and a great arc lamp.

this is a long narrow room. covering the shelves with curtains will make this office feel like a claustrophobic, closed in tunnel.

you need to go through all that stuff, purge as much as you can, and tidy up what's left. once that's done, there may be some cleared out spaces where you could add a few pretty decorative items and plants. if you still need bins on top, replace the rubbermaid with pretty baskets or nicer looking matching boxes.

once that's all done, then think about paint and other things.

the decluttering doesn't have to be Marie Kondo perfection. see below for example. look at what a big difference their subtle changes made. (of course don't turn spines to the back, that's dumb.)

I would not use regular, pleated draperies because they will take up even more space in the aisle, but I thought the flat stacking panels would be more like sliding closet doors to hide the clutter. There is no way that room is going to look anything more than narrow, unless you purge and take one wall of cabinets out. I think it's perfect for storage though and I think some fabric panels can make it warmer and more friendly for you.

A couple more thoughts. You could just cover the bottom half of the shelves with curtains/panels. It might be nice to put a skinny counter height island with stools that tuck under between the shelves and then put your desk facing the window so you can look out while you're working. The island could be used for crafts, wrapping gifts, etc. and would give the room more of a purpose.

IMO in an office it is nice to have things organiazed and visible but honestly way too many cubbies crying to be filled IMO with stuff that is not needed. I would remove the cubbies from one side and then give us the measurements of the space since in the pic it looks like a tunnel. Do you need to use this space as storage for other stuff not related to work ? IMO we need a bit more info. Purging is always the first step and if the space is used for both business and family storage then the purge needs to happen for both .

Nelliebean's solution is spot on. Replacing one wall of shelves with a countertop would be extremely useful and would visually make the room feel more open. With this plan, you would have plenty of closed storage to hide stuff away.

My desk is facing a window and I LOVE it. You can enjoy a pretty view instead of staring at a wall, and natural light is amazing for Zoom calls. Get blinds so you can have fine control over how much light is hitting you. Add some sheers for those times when you only need to cut the light slightly.
