It’s a Corylopsis. C pauciflora is the commonest in cultivation but I don’t know enough about them to tell the different species apart, even with a closer picture. None of them are native to the Americas, afaik.

The OP may be confusing the Corylopsis/winter hazel with Oemleria cerasiformis or Indian plum/Osoberry. That is also budding out now in more rural, wooded locations and looks deceptively like the corylopsis from a distance. And it IS a native species.
