I would do a design in the DR and jute in TV room. Will an 8x10 be large enough? Rug should be at least 30" wider on all 4 sides of the table.

Taking inspiration from the green back door and your art in dining room, plus pulling in the navy sectional so spaces feel coordinated, suggest a dining room rug with a color combination like below. Can be bold or subtle, depending on your taste.

Use the neutral (ie: cream) that is in the DR rug when choosing living room rug and given it‘s a small room a light solid will keep the room from feeling smaller (see below). Add color with cushions and art that works with DR.

Dining rug should be 36-42" larger than the table top and chairs should not fall off it when pulled out and sat in. The rug should not run into baseboards or other furniture placed against the walls. I don't think you have room for one, but get out the painters' tape and do the visual test on your floor. Drapery will also dampen noise, as will tapestries on the walls. I'd start with fabric window treatments that are insulated. If the new ottoman is fabric and nicely stuffed, it should help with dampening sound too.

Two area rugs that are complementary in color and style will work. You can use a solid one in either space but a light-colored solid in the dining room is more likely to get stained. (Patterns cover a multitude of sins.)
I would look for something that is large enough for the chairs to remain on it when people are getting up.

Finding one rug is hard enough. Two is more than twice as hard. It takes time and patience, but don’t rush this. And when you see something you like buy the SMALLEST size and check it out first. Shipping the big ones back and forth is a royal pain.

Decorating is a journey. Try to enjoy the ride. Sometimes it’s frustrating as heck.

For sound proofing a heavy wool rug would be more effective..the bigger the better…in any case the chairs will be a problem if they cannot remain fully on the rug during use…if you are even a little bit picky …a solid color rug will be a constant worry and maintenance challenge..
