For a low ceiling, I would use table and floor lamps to make the ceiling appear taller. I would not install anything on the ceiling.

I really like the glass globe on the second row, with the brass. They are really transparent so you won't notice them so much on a low ceiling. They will also throw the light farther than some of the other ones. Kudos for finding so many choices that fit your budget. I know that can be hard. You did well.

I like #8 as well -- low profile means unobtrusive, but brings a little modern swag.

Idk, im thinking make them look more like recessed, in the sense of not drawing attention to them at all. why have a black ring on your ceiling, go all white and let the eye not go up but stay in the room.

I agree with the thin, flush, white ceiling light suggested by RL Relocation.

There are some very nice ones at reasonable prices. We updated our guest room / library which only has 8' ceilings with one like this and LOVE it. It makes the room so much brighter and more spacious.
