HVAC installed before shingles? What constitutes being “dried in?”

Can HVAC be installed before shingles and soffits, and what constitutes being dried in? I thought a house was supposed to be dried in before HVAC was installed. We don’t have shingles or soffits yet, but our builder started installing HVAC. We had heavy rains yesterday, and the ducting and units got soaked.
