its growing on the cement.. why do you think the tree is involved?

if you want a tree ID.. show us the leaves in a picture we can actually see them .... look in the low shrubs for errant old leavs if you cant find a green one to take a pic of

... if its evergreen.. compare with live oak ...

do you know its a moss.. or are you leading us down a blind alley perhaps ...

Ken, looks like pollen stalks to me.

Yep!! Not any kind of moss at all. Better, more detailed photos of the tree and leaves could result in an ID that would most probably confirm this.

If I saw that here it would be oak catkins. Pick some up and have a look at it.
