Sorry no one has replied, I think the bulging mean nothing other than the tuber attempting to grow despite not having an eye, thus of course as you stated, it's not viable. On the other hand, I've at times received tubers with a viable neck and a rotted lower portion of tuber, I've learned to carefully remove the top portion with a small length of neck and graft it into a rooted tuber such as what you are showing there and I see I'm having success, wish I would have done such with other valuable varieties I ended up losing. Some places send out fantastic strong tubers, other places terrible shriveled tiny tubers that have taken a good six weeks to wake up!
