What is wrong with my oak tree?

4 years ago

I planted this red oak 10ish years ago. I live in NE Georgia. About 3 years ago, I started noticing some delay and some complete refusal for buds to leaf out. Now it's worse and seems to be concentrating up in the crown. In previous year, I applied some Bayer tree disease treatment, which doesn't seem to have helped. What could be wrong?
