I have seen many of these with flowers, ornamental grasses, shrubs around them and I think it always makes it look worse - draws attention to something that you would otherwise overlook.

Suki Mom is right! Don't do it! It's really, really hard to do well, and in the end, only draws attention to the utility boxes.

Instead, plant some fabulous shrubs and flowers up against that white fence. Draw the eye there instead!

Every house in our neighborhood has an electrical box like yours out in front near the driveway. Almost everyone has chosen to plant something around theirs, and every one is an improvement over doing nothing.

We were told that we had to leave space 8' out from the front of the e. box that opens. We have groundcover on that side and have extended the garden on that side with shrubs further out than 8' that block most of the view of the box from the street, shrubs on two sides, and 3 clematis trellises on the 4th side with Russian sage behind them.

Can I see from further back how this relates to your house right now it appears they are not on your property so I need context they seem to be on city property that close to the sidewalk.
