Purple Leaf Sand Cherry Still Dormant?

I have 2 Purple Leaf Sand Cherries; one is still dormant, whilst the other has flowered, leafed out, & is growing. I did a scratch test on the “dormant” one, and it‘s still displaying signs of life under its bark. Does anyone have an answer as to why it may be doing this? Should I just take the L, and buy a new one? This is stumping me 😭

If you pick open a bud is it fresh and soft or dry and crumbly?

Crumbly are dead. Try bending some twigs. If they snap they're dead. if they bend they may be alive still.

Yeah, the majority of the shrub is still bendy
