Might be some cold damage there in WY. Certainly many hardwoods have "reserve" buds in case of disaster, but those are usually very hard to see.

All the leaves fried

My Shumard oak had every bit of new foliage fried by a mid-May frost couple yrs ago. I thought it was dead because nothing happened for weeks. Then it did resprout, tho the foliage was scant. There was also alot of twig damage from that, and those twigs died.

This year it has some damage (not leafed out fully yet), but not as bad as earlier yrs. Bottom line its growth rate suffers from the yearly damage w/alot of dead stems scattered about, but looked reasonable last autumn (it holds its leaves very late).
