Bosnian Pine 'Satellit' - are these cones? + winter shade question.

I put in a Bosnian Pine a couple years back . It's had a couple cones that start as dark purple buds off the growing tip. This year, I have a ton of this new type of growth I haven't seen yet.... it's at the base of the new growth and the normal growth is coming out of the center. It almost looks like a cluster of baby cones - but that doesn't align with the blue/purple cones I've seen in prior years. What is it? The tree hasn't been doing that great if that helps answer.


And a follow up with one of the reasons I think it's not doing great. My mistake was planting it in full sun about 12ft out from the house on the north side, but later realizing it's only full sun from mid May into fall. When the sun is low season (all winter), it's actually in the shadow of the house and gets pretty much zero sun - maybe an hour late day as it sets in then west. Should I give up on and it and move it? It's not dying, but is getting quite spindly and weak looking. I did pinch back the ends this year to try to fill it in a bit, we'll see how that goes. Other plants are struggling in that same area though - so this may not be the only issue it's facing.
