That looks more like debris than spots on the leaves, and if it’s debris, I’d check for aphids or whiteflies. Are you sure it doesn’t wash/wipe off?

If it doesn't wipe or wash off, it looks a lot like stippling or the patterning on leaves that are associated with spider mites.

There also looks to be the shed remains of exoskeletons (larger white specks) that would indicate at least a previous aphid infestation.

Thanks for the responses! I did try to wipe it off again and with a wet paper towel and pressure it will come off. so maybe it is some kind of pest? I dont see any aphods or spider mites but im going to blast it with a hose and then maybe treat with an organic pesticide in case.
