Marigold isn’t blooming

I have planted marigolds in a corner of my garden. This gets full sun and regular watering. Soil is allowed to dry in between watering but never for extended periods. All of the plants seemed to be doing well except for one circled in yellow. It’s very lush and is very well branched but never blooms. What I I do wrong here?

I had a similar situation with a patch of cosmos. One was all lush greenery and no flowers. I root pruned it and it did the trick. Just as the other cosmos were winding down, it bloomed gloriously until frost.

I used a spade and cut straight down around the plant. Gave it a root haircut, so to speak. Shocked it into setting buds.
