Lilac Bush Not Flowering

Moved into our house last fall and have been letting the plants do their thing for this season...mainly because the PO had everything shaved and shaped down to sticks! We have what I believe to be a lilac, possibly Miss Kim, and all we have are leaves with no sign of flowers. Is it possible that they cut it back so far that there will be no flowers this year, and is it possible that it will ever flower again? We had a huge Miss Kim at our previous home that I trimmed every year and always got flowers the next year...I'm hoping this one will be okay. Thoughts?
