No. It looks like a halogen J type bulb. One end is spring loaded the other end goes in a recess.

Do the ceramic holders on either end move at all? Maybe you could remove the holder from the fixture and bend it slightly to loosen things up?

You could hold a rag over the bulb and grab it with pliers through the rag and break it into small pieces and try to twist the ends loose. Those bulbs get extremely hot and I’m not surprised it is stuck to the holders.
