Even here when the temps are normal (but dry) I'd like to get 1" of rain every 4 days.

So true that there is no universal truth about a lot of 'rules'. We're on sand, so drainage is rapid and yes, moisture (and humus/organic matter) does disappear quickly in the high heat here, even with thick mulching.

I water with my soaker hoses for about 1.5 hours in each raised bed every 3 or 4 days. It seems to give the plants what they need. We've been steadily in the mid 90s for the last few weeks but the long ranger has us up into the triple digits starting next week. Might have to start watering 3 times a week.

The "one inch per week" is at best general advice. Lots of variables such as what you're growing, the season, types of soil, levels of organic matter etc. I generally go for irrigating heavily once per week sometimes twice. If my irrigation clocks would do every 5th day would be ideal. Maybe time for new timers. The climate here in summer is hot, inconsistent rain and not much of it but some downpours, humidity most days under 20%. One garden is heavy clay and the other sandy loam (or loamy sand?) but both seem to do best with infrequent heavy watering to get deep roots.

"General advice" is generally worthless, in that people are encouraged to ignore those variables. In my summer climate, that "general advice" would kill all my plants. Hey, but I didn't have to THINK!

Hey, I'm there with you! One inch a week doesn't last long in the Central Valley in the summer. I water 3 times a week - by irrrigation, and hand water what needs more.

When the temp is peaking at 110F, I water every other day, and then in the intervening days I often just do a quick sprinkle to wet the leaves and cool the soil surface. Oooh, we're now looking at a "cold front" comin' down. The temps are going to plummet into the high 90sF. Get out your down coats!
